"A Critique of Proposed Management Plans for a New Mining Road - Report to the Taku River Tlingit First Nation"
This site contains the main report plus related documents of the Independent Science Panel led by Dr. Daniel Botkin, Chair of the Sustainable Use Specialists Group of the International Union for the Conservation of Nature, North American chapter. The independent panel was commissioned by the Taku River Tlingit First Nation to conduct an arms-length objective evaluation of the effectiveness of the plans proposed by Redfern Resources and British Columbia to control access to the mine road and mitigate wildlife impacts.
Redfern's "Adaptive Management Plan", prepared by AXYS Consultants, was submitted by the company in April, 2004, to the federal environmental screening process being conducted under the Canadian Environmental Assessment Act by Department of Fisheries, responsible authority for the federal review. The 'Adaptive Management Plan', the sole package of mitigation measures for the access component of Redfern's Tulsequah Chief Mine project, has not received an environmental review under either BC or federal EA legislation. The Tlingits believed that an objective, scientific evaluation of the plan's soundness was essential, and therefore commissioned this review.

Redfern's Adaptive Management Plan
This is the main mitigation plan proposed by Redfern Resources and BC, and is the subject of the Independent Science Panel's evaluation.
CEAA Report prepared by Taku River Tlingit First Nation, August 15, 2004.
This report was submitted to the CEAA environmental screening review as the Tlingit response to documents provided by Redfern Resources as part of the CEAA process. Part 7 of the TRTFN report also addresses Redfern's 'Adaptive Management Plan'.
